Microsoft requires a set of specifications that the touch pad needs to provide the precision drivers. However, it does appear that ALPS touchpads straight up don't work with the Precision Drivers, even with these hacks, so your mileage may vary. Microsoft just chooses to artificially limit the machines they can run on to more premium machines because money. However, there are many third party workarounds to try forcing the installation of the drivers. Windows Precision Drivers are only available for manufacturers that provide them - they're technically the same as regular drivers, but with enhanced precision calculated in software, assuming your touchpad isn't a potato.
